The proposed MDR framework is structured around the value of individual UPI merchant transactions rather than the aggregate value of the underlying purchase. As currently outlined, MDR applicability is triggered at the transaction level. The framework does not presently characterize customer-initiated payment splitting as non-compliant behaviour.
